INI file reorganization

A small fix to the INI file would be to have the Settings and Host sections at the top of the ini, and the quick chat at the bottom, because host is the most used of these sections, and quick chat the least.

First the bad news -- this isn't something I can fix. Now the good news -- you can do it yourself! Just rearrange the order of the INI file, and that order should be retained.

I'll see what I can do for new installs.

The INI has been somewhat organized...albeit bloated.
