Just post the URL—problem solved!
No, this is luckily not possible. I have tested it.
Adobe Flash sucks anyways, mainly because it is a closed system. And it currently dies a slow death. For example, there are no major Flash Player updates for Linux users anymore, since version 11.2. Current Flash version is 11.5. And for some mobile devices they have thrown out Flash support entirely. I do not use Flash at all since months and am very happy with it.
Oh, and since the introduction of HTML5 you don’t need Flash for video anyways. HTML5 comes with native video support.
Stupidly, most video pages (expect YouTube) refuse to switch to HTML5 and still stick to that legacy software called "Flash". However, I am still able to watch videos, because I have installed the ViewTube userscript for the Greasemonkey Firefox add-on which automatically replaces the flash shit with HTML5 awesomeness.
So—why the fuck don’t you simply post the URL of the video or upload it as an attachment (if the video is not too large)?

YouTube has an HTML5 trial at the TestTube that you can enable to have HTML5 video.

A video has to be mighty short to be an attachment, and using links is lame.
All I want to know is how do I turn on flash?

It is a "Forum Permission" system that can switch on or off the ability to use "[flash]" for some or all forum or some users. Looks like moderators and admins have more permissions. Only admins can switch on/off the permissions.
However, not everyone have flash installed or enabled. Many websites uses flash only for annoying advertisements.
But, HTML code can embed some things without using flash, such as YouTube embedding, found on the main Bitfighter page.
It is possible for admins to add custom BB tags into the forum that turns into HTML code, though.
